Capital Value vs Land Value: Most NZ councils rate on Capital Value (CV = land + improvements). Some rate on Land Value only (LV). If your council uses LV, renovations do not increase your rates — only land value does.

What Makes Up Your Council Rates Bill

Rates are typically due in quarterly instalments. Councils offer a small discount (usually 1–2%) for paying the full year upfront. You can find your exact CV on your council's rates search tool or your most recent rates notice.

The Formula

General Rate = Capital Value ÷ 1,000 × Rate per $1,000 CV

Total Annual Rates = General Rate + UAGC + Regional Levy + Targeted Rates

Example — Hamilton City Council (approximate 2024/25):

UAGC: ~$700/yr

Property CV $700,000:
General rate: $700 × 3.20 = $2,240
Total bill: ~$4,140/yr = ~$1,035/quarter

Councils set their rates annually through the Annual Plan or Long-Term Plan process. Rates typically increase by 4 to 10% per year in recent years to fund infrastructure investment and operating cost increases. The calculator uses the most recent published rates for each council.

NZ council rates are calculated based on your property's Capital Value (CV) — the total value of land plus improvements as assessed by the council's contracted valuer, usually Quotable Value (QV). Councils set a rate in dollars per $1,000 of CV. Your total rates bill combines the CV-based general rate, a Uniform Annual General Charge (a flat fee identical for every rateable property), a regional council levy, and targeted rates for water, wastewater, stormwater, and rubbish collection.
Auckland has a relatively low general rate per $1,000 CV (around $2.10 to $2.30) but high property values mean total bills are significant. Wellington and Dunedin tend to have higher rates per $1,000 CV, reflecting higher infrastructure costs relative to property values. On a $750,000 property, annual rates typically range from $3,500 in some councils to over $6,500 in Dunedin or Wellington, depending on targeted rates for water and wastewater infrastructure.
The Rates Rebate is a government scheme providing up to $700 per year for low-income homeowners who pay rates. The income threshold is $28,080 per year, increasing by $500 for each dependent child. The rebate is income-tested and rates-tested — the higher your rates relative to your income, the larger the rebate, up to the $700 maximum. Applications are submitted through your local council and open on 1 July each year. Some councils also have their own supplementary relief schemes.
Yes. Councils revalue properties every three years. After a new valuation notice is issued, there is a statutory objection window of approximately six weeks. To successfully object, you submit evidence that your CV exceeds the likely sale price — typically comparable sales of similar properties in your area. Objections are assessed by Quotable Value. A successful objection reduces your CV for the next rating cycle, lowering your general rate component. Rates already paid at the higher CV are not refunded retrospectively.
Yes. Council rates paid on rental properties are a fully deductible expense against rental income for New Zealand income tax purposes. Rates are included in your annual rental property expenses alongside insurance, property management fees, repairs and maintenance, and (where deductible) mortgage interest. Owner-occupiers cannot deduct rates as they receive no rental income to offset. Keep your rates notices and payment records as evidence for your tax return.
